A List of Administrative Procedures
Exercised by the National Coordination Centre on Access to Genetic Resources and Benefit-Sharing of the State Scientific Institution “Institute of genetics and Cytology of the National Academy of Sciences of Belarus”
6.28.5 Obtaining Access to Genetic Resources
Documents required for the implementation of the administrative procedure should be submitted in writing during the appointment with a stakeholder, by courier or by mail to the address as follows: 27 Akademicheskaya St., Minsk 220072, Belarus, Institute of Genetics and Cytology, NAS of Belarus (ABS NCC, office 221).
Documents and/or information submitted by a stakeholder to implement the administrative procedure:
- An application form according to the Annex to the Provision on the procedure for providing (changing terms of) access to genetic resources approved by the Resolution of the Council of Ministers of the Republic of Belarus of April 14, 2026, No. 187: an application form to provide (to change terms of) access to genetic resources; an application form to provide (to change terms of) access to traditional knowledge associated with genetic resources;
- A copy of the Genetic Resources and/or Associated Traditional Knowledge Transfer Agreement: the Genetic Resources Transfer Agreement (a template); the Traditional Knowledge Associated with Genetic Resources Transfer Agreement (a template);
- Consent of an individual of the Republic of Belarus who is the direct holder of traditional knowledge associated with genetic resources to the use and/or the transfer of his knowledge — where an application form is submitted by the provider such consent has been granted to.
Documents and/or information requested by the authorized body independently:
- Approval of access to genetic resources by the Ministry of Natural Resources and Environmental Protection
A certificate or other documents issued by the authorized body based on the administrative procedure results:
- An Internationally Recognized Certificate of Compliance with the Provisions of the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from Their Utilization to the Convention on Biological Diversity of 29 October 2010 generated by the Clearing-House.
The administrative procedure implementation term – 10 calendar days, and if approval of the Ministry of Natural Resources and Environmental Protection is required, then 1 month.
The Internationally Recognized Certificate of Compliance issued by the authorized body in electronic form based on the administrative procedure results is with no time limit.
The fee charged for obtaining access to genetic resources
6.28.6 Changing Terms of Access to Genetic Resources
Documents required for the implementation of the administrative procedure should be submitted in writing during the appointment with a stakeholder; by courier or by mail to the address as follows: 27 Akademicheskaya St., Minsk 220072, Belarus, Institute of Genetics and Cytology, NAS of Belarus (ABS NCC, office 221).
Documents and/or information submitted by a stakeholder to implement the administrative procedure:
- An application form according to the Annex to the Provision on the procedure for providing (changing terms of) access to genetic resources approved by the Resolution of the Council of Ministers of the Republic of Belarus of April 14, 2026, No. 187: an application form to change terms of access to genetic resources; an application form to change terms of access to traditional knowledge associated with genetic resources;
- A copy of an additional agreement to the Genetic Resources and Associated Traditional Knowledge Transfer Agreement.
Documents and/or information requested by the authorized body independently:
- Approval of changing terms of access to genetic resources by the Ministry of Natural Resources and Environmental Protection
A certificate or other documents issued by the authorized body based on the administrative procedure results:

Attention: administrative liability
In accordance with Article 16.24 of the Code on Administrative Offenses of the Republic of Belarus that was supplemented with a new set of elements constituting an administrative offense – the illegal transfer of genetic resources outside the Republic of Belarus, the following fines for the illegal transfer of genetic resources are stipulated:
- For individuals – from 20 to 30 basic amounts;
- For individual entrepreneurs – from 20 to 200 basic amounts;
- For legal entities – from 20 to 1000 basic amounts, with or without confiscation of the subject of the offense.
