Legislative changes on access to genetic resources
On January 9, 2026, the Decree of the President of the Republic of Belarus “On Administrative Procedures Implemented by Government Bodies and Other Organizations Upon Applications of Citizens” was amended with regard to the list of administrative procedures (the Decree of the President of the Republic of Belarus No. 5):
Chapter 16 “Nature Management” was supplemented with clauses 16.8. and 16.9. stipulating administrative procedures for obtaining access to genetic resources (clause 16.8.) and changing genetic resources access terms (clause 16.9.).
In accordance with clause 16.8, the fee charged for obtaining access to genetic resources is 2 basic amounts, and in accordance with clause 16.9, the fee charged for changing genetic resources access terms is 1 basic amount.
Service payment to submit documents to the ABS NCC can be made by any individual/legal entity.
A receipt or any other payment document is provided to confirm payment for services.
