Checkpoint for monitoring the utilization of genetic resources of the Republic of Belarus

Strengthening of human resources, legal frameworks and institutional capacities to implement the Nagoya Protocol in the Republic of Belarus.

UNDAF Outcome(s): Outcome 3.1: By 2020, policies will have been improved and measures will have been effectively implemented to increase energy efficiency and the production of renewable energy, to protect landscape and biological diversity, and to reduce the anthropogenic burden on the environment.

Expected CP Outcome(s): Solutions developed at national and subnational levels for the sustainable management of natural resources, ecosystem services, chemicals and waste.

Expected Output(s):

1.1. Strengthening of legal and institutional capacity to develop national legal frameworks and practical measures to implement the Nagoya Protocol: to develop procedures for access to genetic resources and/or traditional knowledge associated with them and the format of documents required for such procedures; to elaborate a mechanism to check, control and monitor the realization of agreements between providers and users of genetic resources and traditional knowledge associated with them.

2.1. Inventory of genetic resources of the Republic of Belarus based on the DNA-barcoding technique (the start-up stage). Development of an interactive database to keep record of agreements concluded between providers and users of genetic resources and of traditional knowledge, to control their results for compliance with the Nagoya Protocol, to monitor the fulfillment of agreement terms and conditions by its Parties. 3.1. Strengthening of human resources for the study of traditional knowledge associated with genetic resources, development of proposals to ensure their preservation and legal protection of the rights of such knowledge holders.

Key outcomes:

Proposals for the improved national legislation to implement the Nagoya Protocol in the Republic of Belarus have been submitted to the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus and included in the 2019 Plan for Normative Legal Acts.

As part of the expert work on traditional knowledge associated with genetic resources, proposals to amend the Culture Code of the Republic of Belarus have been prepared and directed to the Ministry of Culture of the Republic of Belarus by the Ministry of Natural Resources and Environmental Protection.
