At its thirteenth meeting, the Conference of the Parties requested that the Executive Secretary initiate a process for preparing a long-term strategic framework for capacity-building beyond 2020. In addition, it requested that the Executive Secretary commission a study to provide the necessary knowledge base for development of this framework. The resulting study analyses information related to capacity-building in support of the Convention and its Protocols, with the aim of helping to identify possible elements of the draft long-term strategic framework for capacity-building beyond 2020.
